摘要:全面预算管理在商业银行的经营管理中居于重要地位，在降低经营风险、规范经营管理、优化企业资源配置等方面都发挥着重要作用。全面预算管理已经成为了企业不可缺少的管理手段。在我国的商业银行中，近年来对全面预算管理的管理水平在不断提高，但是我国全面预算管理仍处于初级阶段，还不完善，相较之我国，外国在商业银行的全面预算管理上相对完善，经验丰富。因此有必要对我国的商业银行全面预算管理进行研究。本文就中国工商银行宁夏分行的全面预算管理问题进行研究，对全面预算管理的内容和意义进行了介绍，并且介绍了中国工商银行的现状、存在的问题及原因，并针对问题提出了几条完善我国工商银行全面预算管理问题的建设性措施。
