摘要:“考证”作为一种人力资本的投资方式,其出现在一定程度上顺应了商品经济社会发展规律和人力资本形成规律,表面上维持了人力资本的供给与需求之间的矛盾平衡。但是,其实质的“所供非所求”不但不能解决人力资本的供需矛盾反而使得社会价值导向发生扭曲。应该依据科学的人力资本理论和人力资本投资的客观需求,理性应对“考证热”,促进人力资本的合理有效性,化解当前人力资源的供需矛盾。

Abstract:Obtaining qualification certificates as an investment method follows the social development trend and the rules of social capacity formationwhich seems to maintain the balance between the demands and providing.However, the latter doesn't meet the requirement of the former, thus failing to keep the balance between the two, but leading to the distortion of social values. According to scientific human capital theory and the objective demand of human capital investmene ,treat obtaining qualification certificates tationally and the human capital will be more reasonable and more effective .then solve the problems on providing and demands of human resource.
