摘要：近年来，随着改革开放的逐步发展，城市经营越来越被重视。城市管理者和居民对城市的综合全面协调发展的要求也越来越高。对于城市经营的绩效评价，不仅是对城市前期发展的总结，同时也对城市下一阶段的发展提供了经验和新思路。常州市作为江苏省经济较为发达的地级市，近年来随着经济水平的发展，在城市综合建设方面也取得了众多成果，本文采用绩效棱柱模型、倪鹏飞弓弦箭模型等，通过各项数据对比，对其进行城市经营的绩效分析、评价，从而反映出常州市城市经营绩效。同时本文也将根据绩效分析结果对常州市的进一步发展提出一些建议。

　城市经营理念的提出在近年来改革开放取得重大成果以后，城市化进程明显加快，城市化的发展不再仅仅局限于经济的发展速度，而是更加综合地考量城市化过程中带来的各种福利，例如，居民的生活条件、城市基础设施的建设、城市发展规划问题等等。与此同时，城市化过程也会不可避免地带来一些负面影响，比如对环境造成的破坏、城市化扩张过程中商业用地与居民用地、农耕用地的矛盾等等。如何最大化城市化过程为人民带来的福利和消除城市化带来的种种负面效应，是城市经营绩效评价的首要任务。
