摘要:自1998年经济适用房政策实施以来，中低收入家庭住房问题得到了一定程度上的解决，但是基于国内如此大的住房需求基数加之政策发展的不成熟，必然导致实施中存在漏洞及问题，所以直到目前我国的这部分住房问题并未得到有效解决。本文通过对杭州经济适用房发展现状的研究，分析政策实施中存在的问题，同时结合国外发达国家的成功经验，旨在促进杭州经济适用房政策更加完善地运行。

Abstract:The Affordable housing policy has been implementation since 1998, the residence problem of mid-low-income families has been settled to a certain extent. But adds the policy development based on the domestic so big housing demand and immature development of the policy brings some problems and vulnerability, therefore this part of the housing problem has not been effectively solved until now. In this paper, based on the current development of Hangzhou Affordable housing, the research analyzed the existing problems in the implementation of policy, simultaneously combined with successful experiences in developed countries, is for the purpose of promoting the applicable policy of Hangzhou to move perfectly.

　　　杭州的经济适用房发展状况正在凸显多元化、多样化发展，但是在不是完全成熟的政策体制下一定会遇到不一样的问题。在不断发展的社会中这些问题不可避免，但是要尽量减少问题，规避种种风险单靠政府部门的力量是不够的，我们每个人都应该加入其中，对其进行监督，并即时反馈相关信息给有关单位。建立一种互动、互通的交流渠道，使得信息更加透明化。

　　　虽然现在还有很大部分需要保障的人群，但是随着杭州经济适用房租售并举的实行、保障范围的扩大、经济的迅速发展，社会生活水平的不断提高以及政策制度的不断完善下这些问题将会慢慢解决，慢慢完善。
