摘要：环境责任保险是通过将环境风险责任社会化从而解决环境污染损失赔偿问题，我国环境责任保险制度现在还处在试点阶段，其未来的发展空间将是巨大的。近年来，我国环境污染问题频发，不仅造成生态环境的破坏，还威胁到了人民群众的生活生产，发展完善环境责任保险制度迫在眉睫。我国的环境责任保险制度的构建应该结合自身具体的国情，充分学习外国的先进经验，这样才能最大程度的处理好经济发展和环境保护的问题。

Abstract: Environmental liability insurance is through the social responsibility of environmental risks in order to solve the problem of environmental pollution damages, China's environmental liability insurance system is still in the pilot stage, the future development of space would be great. In recent years, China's environmental problems frequently, not only caused damage to the ecological environment, but also a threat to the people's life and production, the development of sound environmental liability insurance system is imminent. Construction of environmental liability insurance system should combine their specific national conditions, fully learn the advanced experience of foreign countries, so as to deal with the greatest degree of economic development and environmental protection issues.
