摘要:随着国内物价的不断走高以及人民币对外币的不断升值,珠三角地区再次受到“民工荒”的困扰,陷入了“招工难”和“就业难”的矛盾境地,中小出口企业面临着对内和对外的双重压力。本文试从经济和社会的角度分析“民工荒”的成因以及其对中小出口企业带来的影响,并且就企业、政府两个层面上提出解决问题的对策,旨在说明“民工荒”既是一个经济问题,更是一个社会问题,需要中小出口企业更加以人为本,保障员工的合法权益的同时,政府也需要完善现有的社会机制,在政策上保障农民工的合法权益。

Abstract:With the continuous increase of the domestic prices and the constant appreciation of the RMB against foreign currencies, the Pearl River Delta Region is once again plagued by farmer-worker shortage and is caught is a contradictory situation of “the difficulty to hire workers” and “the difficulty to find jobs”. Small- and medium-sized enterprises are facing double pressures from the inside and outside. This article tries to analyze the cause the farmer-worker shortage and its impact on the small- and medium-sized export-oriented enterprises from economic and social perspectives. The article also suggests counter-measures to solve the problem at the enterprise and government levels. The aim is to show that “farmer-worker shortage” is an economic problem, but all the more a social problem. While small- and medium-sized enterprises need to be more people-oriented and protect the legitimate rights and interests of their employees, the government also needs to improve the existing social mechanism in order to protect the legitimate rights and interests of the farmer-workers at the policy level.

“民工荒”既是一个经济问题,更是一个社会问题,因此,要从根本上解决,需要企业与政府“两手抓”。如果处理不好,会直接危及中小出口企业的生存发展,所以,作为中小出口企业,应对“民工荒”应该主动出击,优化企业的内部以及促进企业人力资源管理的提升,同时,多站在农民工的角度上思考,从“以人为本”的角度出发,提升其薪酬,保障其合法权益,从而更好地提升企业对外的竞争力;作为政府,应该采取一系列的政策措施,鼓励中小出口企业健康发展的同时保障农民工的“市民权利”,这样才能更好地抑制“民工荒”上涨势头,使区域经济得以协调发展,人民得以安居乐业。
