摘要：利用Radial Tchebichef矩的相位特征提取相应的旋转不变量，用图像检索来验证它的性能。和复数矩相比较。离散矩比连续矩能更好的表现图像的特征，因此我们想把Radial Tchebichef矩的相位信息考虑进来，构造一个新的相位+幅度旋转不变量，同时考虑它的缩放不变量，并测试它在重建，图像检索方面的表现能力。

Abstract：The use of Radial Tchebichef moment phase feature extraction corresponding rotation invariants, used to verify the performance of image retrieval. And complex moments is compared. Discrete moment can better reflect the image feature than the continuous torque. So we want to bring Radial Tchebichef moment Phase information into consideration to construct a new phase and rotation invariants, taking its scaling invariants. And test it in reconstruction, image retrieval performance ability.
