摘要:新公共管理作为一种新型的发展模式,是顺应历史发展的结果。教育公平是教育对资源配置时所依据的合理性规范的原则。新公共管理理论所依据的罗尔斯的公平正义理论与教育公平具有内在的关联。教育公平不仅是社会公平的体现和延伸,同样是社会和谐发展的重要基础。中国的教育公平问题日益严重,教育体系也在不断探索新的方式去突破。以新公共管理的模式对教育体系进行改革,也不失为一种方法。本文采用了比照分析、文献调查等研究方法,结合新公共管理理论,解释教育公平内涵,挖掘不公平的现象,分析其中原因,提出了维护教育公平的解决方案,旨在为实践提供理论参考。

Abstract:As a new style of developing pattern, new public management is the result of history. Education Equity is the principle of reasonable resource allocation. The foundation of the new public management theory, the John Rawls Theory of Justice, has the inner relationship with education equity. Education Equity is not only the reflection and extension of social justice, but also the important basis of harmonious development of society. The problem of education equity is more and more serious. Education system is exploring new ways to solve this problem. After all, using the mode of new public management to reform the education system may be a good way. By using the method of literature survey, this article will combine the theory of new public management with the education equity, to explain the meaning, to explore the truth, to analyse the factors. It will try to find the way to solve the problem of education equity, and if possible, to let the government use for reference.

教育公平是社会公平的基础,是构建和谐社会的重要条件。教育公平也是人们对教育发展的热望和期盼,也是促进教育发展的恒久动力。目前我国的教育公平问题不容乐观,出现了种种违规行为和错误政策。教育体系应该尝试运用新公共管理理论进行改革和管理,整合政府、第三部门、和市场机制,共同促进和维护教育公平。
