摘要：周恩来是新中国社会主义建设的主要组织者和领导者之一。他不仅在建党、建军、建政等方面作出了不可磨灭的贡献, 而且在法治思想上也倾注了大量的心血,作出了重大的理论建树。周恩来的依法治国思想集中表现在以下几个方面：一是重视立法，这是依法治国的基础；二是严格执法，这是依法治国的核心；三是加强监督，这是依法治国的保障；四是维护世界和平，这是周恩来法治思想的升华。依法治国已成为一项基本国策，周恩来法治思想对促进社会管理的发展以及加强社会管理监督体系也有重要的理论价值与现实意义。

Abstract:Zhou Enlai is one of the main organizer and leader of new China’s socialist construction. He was not only made contribution to founding a party, an army, a government and so on, but also put a lot of effort to the ruling-by-law thought, and also has made important theoretical achievement. In the ruling-by-law thought Zhou Enlai focused on the following respects: first, pay great attention to the lawmaking, this is the basic of the rule of law. Second, strict enforcement of law, this is the core of the rule of law. Third, people’s supervision and satisfaction, this is the guarantee of the rule of law. Forth, go to the world, devote ourselves to the peace of humanity, this is the distillation of Zhou Enlai’s ruling-by-law thought. Rule by law has become one of the basic state policies, Zhou Enlai’s ruling-by-law thought is of great theoretical and pracital significance for the promotion of social management and strengthen the supervision system of public utilities.
