摘要：政府职能转变有利于社会主义市场经济体制的完善和和谐社会的构建以及党执政能力的提升。然而，目前政府在职能定位和履行过程中仍存在着一定程度的缺位和越位现象。因此，有必要深层次剖析政府转变职能的难点,从准确定位政府职能、优化政府组织结构、简政放权等方面入手，实现政府职能的根本转变。

Abstract:Transformation of the government functions is beneficial to the improvement of the socialist market economic system and the construction of a harmonious society as well as the ascension of the ability of administration of the party. However, there are still absence and offside in the function orientation and performance. So it is necessary to analyze the difficulties of government functions in deep, then achieving the fundamental shift of government functions from the following three aspects: accurate positioning of government functions, optimizing the structure of government organization, including streamlining administration and delegating power.

改革开放至今，我国经历从计划经济到今天的社会主义市场经济。现如今，我国正处于社会主义初级阶段，市场经济正处于至关重要的转型期，党和国家一次、又一次地出台有关政府职能的相关法律法规及相应的文件政策，无不致力于深化行政体制改革，切实加快转变政府职能。因此，我们要坚持邓小平理论、三个代表重要思想和科学发展观的理论指导，既要加强政府宏观调控，弱化政府的微观调控，发挥市场在资源配置中的决定性作用，完善社会主义市场经济，又要优化政府组织结构，突出政府的公共服务职能，努力建设成为职能定位科学、组织结构优化、廉洁高效、人民满意的服务型政府。
