摘要：微博是一个基于用户关系信息分享、传播以及获取的平台，随着微博影响力的不断扩张，微博对政策议程设置的积极影响也逐渐凸显。它给予公众话语权，提供了更多的备选方案，加速了政策议程设置的进程，为政策议题的提出提供契机等；但由于缺乏有效的监督管理机制，参与群体的层次的复杂等种种原因，微博也对政策议程的设置带来了消极功能，因此，我们要充分分析微博在政策议程设置中的积极与消极功能以便更好的发挥其在政策议程设置中的积极功能作用。

Abstract:Mico-blog is a relationship based on user information sharing, communication and access platform, with the continuous expansion micro-blog impact, positive impact on the policy agenda setting micro-blog gradually. It gives the public right of discourse, provides more choices for the acceleration, the agenda setting process for policy issues, provide the opportunity; but because of the lack effective supervision and management mechanism, participation in community level complex reasons, micro-blog agenda setting of policy also brings negative function, therefore, we should make full analysis micro-blog in policy agenda setting of the positive and negative functions in order to exert its positive function in policy agenda setting.
