摘要：现阶段，我国正处于经济转型和社会转型的过程中，由于受中国传统文化影响、行政体制的制约、公民参与受阻和存在利益团体的阻力等原因，在突发事件发生的过程中，中国政府面临着重大的威胁与挑战。政府回应效率低下，缺乏透明性，且回应向度单一，缺乏执行力等问题使政府面临严重的信任危机，政府必须在行政文化、相关法律、政府体制与职能等方面积极推进改革，不断加强与其他治理主体的合作，逐步突破困境，为构建科学高效的政府回应机制而努力。

Abstract:At this stage, our country is in economic restructuring and social transformation process, due to the influence of traditional Chinese culture, administrative system constraints and the presence of the resistance of interest groups, etc., in the course of unexpected events, the Chinese government is facing a major threat and challenges.
