【内容摘要】在社会转型和经济转轨并行期，利益格局的巨大变动使得社会矛盾凸显，群体性事件呈现高发态势，我国政府面临着应对危机、维护社会稳定的严峻考验。从公共危机管理角度出发应对群体性事件，建立健全公共危机管理体制，提高政府的公共危机处理能力，以更好地处理群体性事件，维持社会秩序，构建社会主义和谐社会。

【Abstract】:With the deepening of social and economic transition, there exist increasing disputes and conflicts among different interest groups. As a result, group incidents tend to break out more frequently than ever before. The Chinese government is faced with the challenge of responding to the crisis and maintaining social stability. We should deal with group incidents from the perspective of public crisis management. In an effort to better handle group incidents, maintain social order, and build a harmonious society, we should establish and improve the public crisis management system, and increase the government’s ability of coping with public crisis.

　　群体性事件本就是公共危机事件的特殊形式，因此，从公共危机管理视角探讨群体性事件的成因及对策具有普遍性意义。面对群体性事件，除了完善国家各项经济、政治制度外，对于群体性事件的预警防控及应急处理也是至关重要的。从公共危机管理角度来探讨政府应对群体性事件的策略，具有现实性、针对性和可操作性，有利于更好地应对和处理群体性事件，对于提升政府危机处理能力，安定社会秩序、维护社会稳定，构建社会主义和谐社会有重大意义。
