摘要： 当今社会儿童和被覆盖的孤儿群体并没有享受到最优的福利待遇，儿童福利模式正面临着整体转变和系统变革的巨大压力。孤儿作为一个不可忽视的社会群体，当前分散在社会上的孤儿和他们面临的困难，则完全处于大家众多关注范围之外，随着社会经济的发展，以人为本思想意识的深化，他们的福利需求必将成为我们关注的焦点之一。所以结合各个地方的孤儿福利制度，以及中国其他省市的实践创新，试探性的提出一个能够改善南京市孤儿群体的福利制度模式体系，为使所有孤儿群体能够高质量的享受到南京市政府以及国家的照顾。

Abstract: Nowadays children and orphan did not enjoy the best benefits.Child welfare mode is facing the whole transformation and system change is tremendous pressure.Orphan as an indispensable social groups, the dispersion in the society of orphans and the difficulties they faced is out of everybody's attention. With the development of social economy and people-oriented thought deepen.Their welfare needs will become our focus of attention, so with each of the local orphan welfare system and the other provinces and cities to practice innovation.Exploratory put forward to be able to improve the Nanjing orphans welfare system mode system,in order to make all the orphans to high quality to enjoy Nanjing city hall and the national care.
