【摘要】在企业建设与运营过程中,制度建设是企业管理的重要基础工作之一,在企业发展中发挥着举足轻重的作用,甚至可以说是企业成败的关键。现今许多企业在企业制度与制度执行力之间出现了众多问题,使得企业利益无法达到预期设想,所以研究企业发展中制度的执行力问题至关重要。本文针对案例企业采用问卷调查的方法,将所得数据用以研究该企业存在的制度执行力问题,得出企业制度的执行力强弱是企业发展的重中之重,找出解决企业制度执行力不足问题的对策,并在此基础上提出对于如何提升企业制度执行力的意见与建议。本文中,研究的内容主要为迄今为止国内外对该类问题的研究成果整理,和案例企业现今所存在的企业制度执行力问题。在找出企业的问题源泉过程中,提出自己对于问题产生的思考,得出案例企业面对这些问题的对策,包含因制度本身原因引起的相关对策,因执行者因素引起的相关对策,以及因监督机制原因引起的相关对策。

【Abstract】In the process of construction and operation of enterprises, enterprise management system construction is one of the important basic work in the enterprise development play a pivotal role, and even can be said that the key to success. Nowadays, many enterprises in the enterprise system and the system of executive power between a number of issues, making the business interests not achieve the intended vision, so the research enterprise development implementation of the system is crucial. 目前,国内学者对于企业制度的执行力研究主要涉及企业文化因素、企业制度因素、执行流程因素以及制度执行员工素质因素这几个方面。虽然研究结果反应了企业制度的执行力不佳问题的一些方面,但研究并不完整。此次对于杭州市政设施管养有限公司的调查所做的研究包含:企业制度本身出现的问题研究、制度执行者存在的问题研究、对于制度执行过程的监督机制问题研究、杭州市政设施管养有限公司的背景因素问题研究。通过全面的对象调查,以得出真实匹配企业制度的执行力提升方法。以该案例为点,发现目前国内企业普遍存在的制度执行力不佳问题,并提出相应的建议与对策,使提升国内企业制度的执行力,加强企业建设。
