摘要：慈善事业被称为第三次分配，是对政府实施的社会保障制度的完善和补充，在化解社会矛盾、扶助弱势群体加强社会主义精神文明建设和建设和谐社会方面发挥着重要作用。作为慈善事业的主体，慈善组织的发展直接决定了慈善事业的发展。

　　　尽管我国公益慈善组织的发展势头良好,极大地推动了公益事业的发展，但公益慈善组织的发展还存在许多问题需要解决。社会慈善氛围不足，公众的慈善文化水平不高，慈善组织募集款物困难。而且慈善组织行政化倾向严重，自主性不强，我国的慈善法律法规制度也还不完善，慈善组织发育还不成熟，内部问题重重，在资金、人才和监管发面都有困难，陷入公信力危机。这都是我国慈善组织在社会转型期体现出的问题。为此，我们要培育积极开放的慈善文化，转变政府职能，完善相关法规政策。同时，慈善组织在明确自身定位、处理好组织与政府之间关系之外，要努力完善自身建设。只有解决这些问题，才能使慈善组织更好的顺应社会发展，并发挥其更大的作用。
