摘要：随着改革的不断深入、城市化进程的不断推进，一方面，城市建设用地日趋紧张，而另一方面，由于大量农村人口进入城市而导致农村土地大量闲置。如何解决这一矛盾已成为当前比较棘手的难点问题。而土地整理是保障农村发展和提高土地利用效能的必要措施，也是促进环境改善和城市合理发展的有效工具。因此本课题通过对国内外地票交易的研究，探讨和分析，以及对我国地票交易的现状和发展趋势的研究，综合我国的土地发展背景以及发展的环境，挖掘出农村集体土地发展所面临的问题，从而总结出解决方案，提高我国农村集体土地的利用效率。

Abstract：Along with the reform and the development of the urbanization, the urban construction land has become nervous. At the same time, we can see that the rural land large number was left unused because of the influx of rural population into the city.[1] The problem how to solve this contradiction has become tricky and difficult. All we know that the land consolidation guarantees rural development and improvement of land utilization efficiency. In addition, it can also make sense to promote environmental improvement and urban rational development.

So we hope to dig the problem of the land deal that we faced and discovered through the analysis of the current situation on the world. To discuss the actuality and the trend we wish to summarize some measures to enhance the efficiency of our country rural collective land utilization.
