摘要：本文是基于高校发展过程中面临的财务困境，通过分析当前高校财务制度的特征、财务制度实施的现状，对影响高校财务制度缺陷的内外部因素进行了探讨，提出应对财务制度缺陷的一些思路和对策。文中提出的我国高校财务管理中存在的问题, 如资源配置不合理、成本核算制度不科学等，对这些进行了具体分析，提出的几点建议，希望这些建议能促进高校财务管理工作落到实处。

在高等教育全球化的大潮冲击下，现代大学制度日益成为理论界和高校管理者们关注的焦点。鉴于我没有从事高校财务管理工作，缺少工作中体会，当试图从制度的视角来探寻影响高校财务管理的种种问题，却在实际的探讨中却发现问题远不是我想象的那样简单，因为我本身的理论水平浅薄，仅仅是制度理论包括传统制度理论和西方古典的、近现代的新制度经济学理论的资料就浩如烟海，更有马克思主义制度理论等等，我国改革开放30年以来的制度研究理论也很丰富，要在这浩瀚的资料中选取论证材料，是很困难的。在新旧体制转型的时刻，制度不可避免地走入每一个人的生活中来，它冲击着我们的思维、工作、生活方式，冲击着古老的精神文明，更多的是它带给我们社会稳定的可靠承诺，也会为高等教育的持续发展提供有效率的制度保障。
