摘要:全球各国为增强自身综合国力，不断进行技术创新与合作。中国的崛起也同样离不开与世界各国的交流及合作。中国要想进一步发展与邻国的友好合作关系，与俄罗斯的合作尤为重要，特别是两国的技术合作。世界贸易组织(WTO)的成立、自由贸易区(FTA)的建立，为中俄的合作提供了有利的外部环境，同时俄罗斯国内资金短缺、雄厚的技术基础，以及中国先进技术的缺乏、经济的快速增长等两国内在因素的互补性也促进了中俄的合作进程的加速。近年来中俄两国在经济、政治两方面成效显著，但技术的合作及引进却进展缓慢，因此对中俄两国技术合作模式的探讨成为当务之急。本文提出中俄两国签订自由贸易协议，会更有利于两国进行技术合作的观点，并对其加以探讨和研究。

　　　本文首先深入的探讨中俄建立自由贸易区的可行性及必要性，主要从两国的政治、经济、地理位置等方面进行分析，证实中俄建立自由贸易区是可行的，必然的；其次提出了中俄两国目前的技术合作现状，详细地概述了两国技术合作的领域、层次；然后分析了中俄两国技术合作存在的问题；最后针对这些问题，总结归纳出在已建立自贸区的前提下中俄技术合作的新模式。

Abstract:To enhance comprehensive national strength, countries around the world continuously develop technology innovation and cooperation. The rise of China is also inseparable from the communication and cooperation with other countries. As long as China wants to develop friendly relations and cooperation with neighboring countries, cooperation with Russia is particularly important especially the technical cooperation between the two countries. The establishment of the World Trade Organization (WTO) and the establishment of the Free Trade Area (FTA) provide a favorable external environment for the Sino-Russian cooperation. In the meantime, Russia's domestic shortage of funds, strong technical foundation, as well as the lack of advanced technology, the rapid growth of economy in both domestic complementary factors also contributed to acceleration of the Sino-Russian cooperation. Recently China and Russia has achieved remarkable achievement in economic and political cooperation area while technical cooperation and the introduction of new technology still make slow progress. As a result, the research of Sino-Russian technological cooperation mode is a matter of priority. In this paper, we put forward the point of view that signing a free trade agreement between China and Russia will be more conducive to technical cooperation between the two countries, and we will explore and express this view.

At the very beginning, the paper discusses the feasibility and necessity of establishing a free trade zone between China and Russia. Considering the two countries' political, economic, and geographic situation, it confirms that establishing a free trade zone between China and Russia is feasible and inevitable. Then we explore the current situation of technical cooperation between China and Russia and detail the field and the level of technical cooperation between the two countries. After that, this article analyzes the problems that exist in Sino-Russian technological cooperation. In the end, it summarizes the new mode of technical cooperation between China and Russia under the premise of establishing a free trade zone to address these issues.
