摘要：近年来，在全球经济危机还未完全散退的背景下,全球发生了700多起涉及中国产品的反倾销案件。在大多数的反倾销案件中,我国中小型企业成功应诉的反倾销案件掐指可数,有许多中小企业因为知识或者资金不足的原因甚至直接选择了放弃应诉。然而败诉和放弃应诉的直接后果就是在这个市场中一点点的消失。弱肉强食，在全球经济一体大趋势的背景下,我国中小企业除了要积极应对而别无其他选择。然而世界贸易摩擦不断,无论从任何数据分析来看,我国早已成为世界上最大的反倾销目标国。案件数量逐年呈上升趋势，涉案的金额也逐步上升，因此加强反倾销应诉工作，争取胜诉是十分现实的问题。本文分析了我国长三角中小型企业在08年全球金融危机的影响下的进出口情况以及反倾销案件所面临的走势分析，以温州奥康皮鞋反倾销案为例，从政府、行业协会和企业联动等方面去探索成功应对国际反倾销的策略。

Abstract: In recent years, the global economic crisis is not completely scattered back under the background of global, there have been more than 700 relates to Chinese products anti-dumping cases. In many anti-dumping cases,  China's small and medium enterprises successfully responding to anti-dumping cases pinch refers to count, there are many small and medium enterprises because of  insufficient funds of knowledge or even simply abandoned responding. However,the losing and give up the direct consequence of litigation is in the market a little bit disappear. Law of the jungle, the trend of economic globalization further strengthening of small and medium-sized enterprises of our country, in addition to actively respond to and no other choice. But the world trade friction constantly,from any data analysis point of view, China has become the largest anti-dumping target country in the world. The number of cases is rising year by year, the amount is gradually increased, thus enhancing the anti-dumping work, and strive to win is a very practical problem. This paper analyzes the impact of the global financial crisis in 08 years under the import and export situation of China's Yangtze River Delta medium-sized enterprises as well as anti-dumping cases are facing the trend, with Wen AOKANG shoes anti-dumping case as an example, to explore the success in coping with the international anti-dumping strategy from the government, industry associations and enterprises linkage etc.
