摘 要:随着改革开放的不断深入和招商引资政策的贯彻落实，江苏省利用外商直接投资金额逐年大幅增长，与此同时，经济发展带来的环境污染不可小觑，实施有效的环境规制更意义深远。本文在EKC环境库兹涅茨曲线基础上，对江苏省2000至2010年FDI项目、金额和产业流向与工业三废排放数据进行分析，检验FDI与环境污染的相关性，并得出以下结论：江苏省利用FDI项目虽自2005年开始减少，但FDI金额却持续增加，并保持在250亿美元左右；FDI主要投向以制造业为主的第二产业，仅制造业投入金额就高达170亿美元，制造业汇集了电力，化学制品业，非金属冶炼等污染密集型产业，加大了环境压力；FDI工业三废排放呈上升趋势，污染行业与主要FDI投资行业相吻合；尽管如此，随着FDI的增加，单位工业三废排放量正逐渐减少，表明FDI对环境污染不完全是负效应。以二氧化硫排放量为例，当FDI超过147.74亿美元时，FDI开始对环境污染产生正效应。由此建议江苏省治理环境污染应从政府和社会层面，调整招商引资结构，促进企业技术溢出，树立可持续发展政绩观，建立健全环境规制，树立可持续发展的政绩观，加大行政执法，完善市场机制，拓宽网络渠道，加强公众参与，从而有效改善环境污染。

ABSTRACT:With the deepening of reform and opening up and the implementation of the investment policy, FDI in Jiangsu province grows rapidly in a large scale. However, environmental pollution caused by economic development should not be overlooked, and we need the implementation of effective environmental regulation to solve the problem. This paper analyze the data of FDI projects, the amount and flow of industry and industrial during the year 2000 to 2010 in Jiangsu province, and study the causality test method of the relevant between FDI and environmental pollution based on Environmental Kuznets Curve. Data shows FDI projects reduce since 2005, but  the amount of FDI continues to increase, and maintain $ 25 billion. FDI mainly invest to the manufacturing industry, only the amount of manufacturing industry reach as much as $ 17 billion, while manufacturing industry is composed by pollution-intensive industries which leading to pressure to the environment. FDI waste emissions is rising, polluting industries are concentrated in the electricity, chemical materials, non-ferrous metal smelting and other industries, which match the invest industry of FDI. Nevertheless, with the increase of FDI, the unit industrial waste emissions is gradually reduced, and it suggests FDI does not always have a negative effect on environmental pollution. Take sulfur dioxide emissions for example, when the amount of FDI reaches 14.774 billion U.S. dollars, FDI has a positive effect on the environment pollution. Thus the propose of environmental regulation in Jiangsu Province to ease environmental pollution should start by strengthening environmental regulation legislation, such as adjusting the investment structure, promoting technical overflow, establishing Government's view of achievements of sustainable development, increasing the administrative law enforcement, managing pollution market,meanwhile, network channels for public participation are effective.
