摘  要:当前，随着世界经济全球化和国际贸易自由化的发展，传统的关税壁垒和非关税壁垒的作用日益的减弱。与此同时，贸易自由化的发展也带来了许多负面影响。废弃、废水的随意排放，环境污染越来越严重，生态平衡遭到破坏，能源和资源短缺等等，给人类社会蒙上了一层浓重的阴影。人们开始意识到保护环境的重要性，所以，绿色消费就成为当今世界的主流。然而发达国家也正是顺应这一时代潮流，以保护环境和资源为理由，提出了旨在保护国内市场的新的贸易政策--绿色贸易壁垒。

　　本文首先从绿色贸易壁垒的相关理论出发，对绿色贸易壁垒的含义、特征、产生的根本原因和表现形式进行了综述。然后分析了绿色贸易壁垒产生的背景和原因，对我国农产品出口贸易的影响，包括积极影响和消极影响；我国农产品出口遭遇绿色壁垒的原因，如农业的生产经营方式落后，环境意识浅薄，农产品的出口信息不健全。最后也是本文的重点就是针对以上的分析，从企业，行业组织和政府这三个方面对我国农产品要应对当前绿色贸易壁垒提出了相应的建议和切实有效的政策。

ABSTRACT:At the present, with the globalization of world economy and international trade liberalization, the traditional role of tariff and non-tariff barriers increasingly weakened. At the same time, the development of trade liberalization has also brought many negative influences. Abandoned, indiscriminate discharge of waste water, the environment pollution is more and more serious, ecological balance is destroyed, shortages of energy and resources to the human society is covered with a thick layer of shadow. People began to realize the importance of protecting the environment, so, green consumption has become the mainstream of the today’s world. However in developed countries is also keep with the trend of the times and on the grounds of protecting the environment and resources, the new trade policy aimed at protecting the domestic market-- green trade barriers. 

    This paper starting from the related theory of green trade barriers, green trade barriers on the fundamental cause of the meaning, characteristics, and manifestations are reviewed. Then it analyses the background and reasons of the green trade barriers on China’s agricultural products export trade influence, including the positive influence and negative influence; The reasons of China’s agricultural exports encounter green barriers, such as  agricultural production management way backward, environmental consciousness, the export of agricultural products information is not sound. Last but not the focus of this article is in view of the above analysis, from the enterprise, industry organizations and government to deal with these three aspects to our country agricultural products to cope with current green trade barrier put forward the corresponding policy Suggestions and practical and effective policy.
