摘要:稀土的用途非常广泛，包括军事方面、冶金方面、石油化工、玻璃陶瓷、新材料、农业方面等，它是21世纪重要的战略资源。稀土具有非常优异的光、电、磁、超导、催化等物理性能，因而被广泛应用于尖端科技领域。稀土素来有“工业味精”、“科技金属”、“工业维生素”等美誉，是一种不可替代的高新技术元素和军事战略资源，可以说没有稀土，就无法发展高新技术产业。

　　　稀土是非常重要的金属元素，不仅是我国非常宝贵的资源，更是我国经济发展、国防建设等国计民生的保证。而当前我国国内的稀土行业可以说是“脏、乱、小”，滥采乱挖、环境污染、资源浪费、胡乱上马、恶性竞争、走私等原因致使中国稀土资源浪费严重，并且大量流失国外。

　　　因此，制定有效的稀土出口政策，合理开发稀土资源，发展稀土产业，大力拓展稀土应用，变资源优势为经济优势，是我国经济发展的迫切需要。这不仅是我国稀土所面临和急需解决的问题，也是我国资源性产品的转型之路，更是保障国家安全的迫切需要。本文旨在针对我国稀土出口所面临的问题，分析稀土定价权缺失的原因，在此基础上找到我国稀土出口的对策。

ABSTRACT: Rare earth is an important strategic resource in the 21st century，and it is very extensive useful in the world. Including military，metallurgy，petrochemical，glass，ceramics，new materials，agriculture and so on. Rare earth has very excellent optical，electrical，magnetic，superconducting，catalytic and other physical properties，which is widely used in cutting-edge fields. Rare has always been a "industrial MSG"，"technology metals"，"industrial vitamins" reputation，is an irreplaceable element of high-tech and military strategy. We cannot develop high-tech industries if there is no rare earth.

　　　Rare earth metal element is very important，not only is very valuable resource for us，it is China's economic development，national defense construction and other people's livelihood guarantee. While China's current domestic rare earth industry can be said to be "dirty，chaotic，and small"，indiscrimination digging，environmental pollution，waste of resources，launched indiscriminately，vicious competition，smuggling and other causes of the Chinese rare earth resources are wasted，and the huge loss of foreign countries.

　　　Therefore，with the development of effective policy for the rare earth resources ，rational development of rare earth resources，the development of rare earth industry，and vigorously expand application of rare earth，and change resource advantages into economic advantages. It is urgently needed for China's economic development. This is not only in China's rare earth’s urgent problems，but also the transformation road of resource-based products，it is an urgent need to protect national security.
