摘要:自2008年全球经济危机发生以来，世界各国尤其是欧美发达国家积极采取放松的财政政策与货币政策以刺激其国内的消费需求，缓解国际经济危机带来的影响。但是造成全球经济危机的根源并没有被消除，全球经济危机并未完全结束，而是进入了后危机时代。国际贸易市场，尤其是欧美贸易市场持续萎缩,使得淮安市的对外贸易面临着进出口贸易总额增长放缓，进出口企业的对外贸易利润空间缩减的问题。因此，如何优化淮安市对外贸易中不足，如何摆脱淮安市对外贸易发展困境，做大做强淮安市的对外贸易，做好淮安市对外贸易的转型，已成为当前淮安市政府一项重大课题。

　　　本文总共分为四个部分，首先分析了淮安市对外贸易所处的国际背景、环境；然后总结了在后危机时代淮安的对外贸易发展状况，接着指出淮安市对外贸易发展存在的问题；最后提出了改善淮安市对外贸易经济发展的策略与建议。通过对这一课题的研究为后危机时代淮安市进出口贸易的发展提供理论借鉴。

Abstract:Since the outbreak of global financial crisis in 2008, all countries especially the developed countries take relaxation of fiscal policy and monetary policy positively to stimulate the domestic consumption in order to alleviate the impact of the economic crisis. However the global economic crisis has not completely ended, but the world has entered the post crisis era. The international trade market, especially in Europe and America has been shrank, the foreign trade of Huaian has faced with the problem that the total value of import and export grows slowly and the profit space of export enterprises reduction. Therefore, how to optimize the insufficient of Huaian’s foreign trade, how to get rid of the development dilemma, expand and transform the foreign trade of Huai’an has become a major issue for huaian.

　　　This paper is divided into four parts, first analyzes the international background and the environment; then summarizes the present situation of foreign trade in Huaian, then points out the development problems of Huaian’s foreign trade; finally, offers strategies and recommendations to put forward to improve. Huaian’s foreign trade through the research on this subject I want to provide a theoretical reference for Huaian’s import and export   development in the post crisis era.
