摘要：价格听证会制度是中国社会经济生活民主化的一个重要标志，是完善政府定价决策的理想模式。它的实施有助于加强公民对政府价格决策行为的参与和监督，以保证政府价格决策程序和决策结果的公平、公正。举行价格听证会的初衷是通过听证代表间观点的博弈，使政府决策趋于合理化，但在现实生活中它却成为传达某些部门意见的“单声道”，这使刚刚兴起的价格听证会制度面临社会大众的信任危机。本文通过以哈尔滨市价听证会为例，剖析当前我国听证会现状，并提出相应对策。

Abstract: Price hearing system is the democratization of social and economic life in China is an important symbol of a perfect ideal model of government pricing policy. Its implementation will help strengthen citizen participation in government decision making price and supervision, to ensure that government decision-making process and decision-making results of the price fair and just. Price hearings held by the hearing on behalf of the original intention of the game between the point of view, to rationalize the government decision, but in real life, it has become to convey the views of some sectors of the "single track", which makes the price rise of just hearing system is facing crisis of confidence in the community. In this paper, hearing of Harbin market, for example, analyzes the current status of the hearing and proposed countermeasures.

自2009年以来,各地纷纷举行水价听证会,影响比较大的包括哈尔滨、北京、济南、福州、深圳等地的听证会。城市和乡镇的自来水供应属于公用事业范畴,水、电、煤气等公用品价格的调整牵动着社会的敏感神经。因此,各地一系列关于城市居民用水价格调整的听证会受到舆论的高度关注。然而听证会的种种不尽如人意之处也受到公众的普遍质疑,诸如听证会是在“作秀”、“逢听必涨”、消费者的民意“被代表”、缺乏透明度等指责不绝于耳,甚至引发了公众对政府相关部门公信力的严重质疑。这种关于听证的信任危机,要求我们必须对现行的价格听证制度进行检讨,进而提出有针对性的完善措施。
