摘要：社区作为城市社会的基层组织，在公共危机管理中起着基础性作用。广泛的社区参与是有效预防和应对危机的重要保证。鉴于目前城市社区危机管理的现状，必须改革社区危机管理体制，建立多层次的社区危机防控体系；强化居民危机意识；健全防危信息网络；理清社区权限责任；完善社区应急机制，适时启动应急预案；妥善做好善后工作。唯有此，才能大大提升社区防危治危的能力。

Abstract: Community as the urban society's basic-level organization in public crisis management, plays a fundamental role. Extensive community participation is to effectively prevent and respond to an important guarantee of the crisis. In view of present situation of urban community crisis management, we must reform community crisis management system, establishing multi-layer community crisis prevention and control system; Strengthening residents crisis consciousness; Perfecting the dangerous information network; Clear community access responsibility; Perfecting the community emergency mechanism, timely launched the emergency response plan; Properly well settle the problems arising thereafter. Only then can we greatly enhance community prevention ability of dangerous governance crisis.

　　制定社区应急预案是对社区危机管理工作进行制度上的指导和规范。目前，应急预案已在各级政府层面陆续建立，但将其落实到社区甚至家庭层面也具有重要的现实意义。预案应涵盖火灾、地震、化学品危害、传染性疾病、群体性事件等各方面，对各类危机发生后各方应如何行动、具体流程、注意事项等做出详细的规定。它具有贴近居民现实生活的优势，因而有助于居民参照实行，发挥实际效果。
