摘要：在经济、科技全球化的新形势下，自主创新能力日渐成为决定国家或企业竞争力的关键因素，而提升自主创新能力关键环节在于研究与开发（R&D）。R&D活动是科学技术活动的核心，是创新的源泉和重要组成部分。R&D投入是保证科学技术发展的必要条件和基础，企业R&D投入是促进国家或地区经济增长、竞争力和创新能力提升的重要条件之一。《国家中长期科学和技术发展规划纲要（2006—2020年）》指出，要增加科技投入，促使全社会研究开发投入占国内生产总值的比例逐年提高，使科技投入水平同进入创新型国家行列的要求相适应。

　　　本文对江苏省R &D投入现状进行研究分析，并将其与国内北京、上海、广东、山东、浙江等地区进行对比研究，同时参考研究美国、日本、英国、法国、德国等国外先进工业国家的R&D投入情况，旨在发掘江苏省R&D投入现状中存在的优劣势，并就发现的问题提出相应对策。

Abstract:With the trend of globalization of economy and science and technology，independent innovation has become a key factor which determines the competitiveness of enterprises，industry，region and nation. And the key link of improving the capability of independent innovation is research and development (R&D). R&D activities are the core of science and technology activities，the source of innovation and important component. Enterprises’ R&D investment is one of the keys of promoting economic development and the enhancement of competitiveness and innovation. "Long-term Scientific and Technological Development (2006-2020) " pointed out the need to increase investment in science and promote the increase of the proportion of R&D /GDP annually， so that the level of scientific can match the requirement of an innovation-oriented country .

　　　This thesis argues and analysises the condition of Jiangsu Province for the Investment of  R&D .Compared with the domestic regions such as Beijing， Shanghai， Guangdong， Shandong， Zhejiang and some other overseas advanced industrial countries such as the U.S.， Japan， Britain， France， Germany ，the R & D investment in Jiangsu Province has showed some strengthens and weaknesses.And this thesis also propose some measures to deal with those problems.
