摘要:十八大报告指出，我国经济总量从世界第六位上升到第二位，社会生产力、经济实力、科技实力迈上一个大台阶，人民生活水平、居民收入水平、社会保障水平迈上一个大台阶，综合国力、国际竞争力、国际影响力迈上一个大台阶，国家面貌发生新的历史性变化。在物质生活得到保障的同时，人们对安全越来越重视。

　　　本设计是在充分了解重庆市綦江区建设工程的基础上，根据国家相关法律法规和行业标准规范，结合其实际安全监管体系，对綦江建设工程进行安全监管体系的设计研究。结合重庆市綦江区安全发展示范区建设，本文重点了解了綦江区交通建设工程、市政建设工程、房屋建筑工程、农田水利工程，分析了国内外现阶段建设工程安全监督管理体系的现状、綦江区现行安全监督管理体系，提出了綦江区安全监管体系建设研究的指导思想、创建手段、具体措施等。

Combined with the safe development of Chongqing Qijiang District demonstration area, the paper focus on understanding the Qijiang District transportation construction projects, municipal construction projects, housing construction, water conservancy projects, analyzing the domestic and international stage construction safety supervision and management system of the status quo, Qijiang area existing safety supervision and management system, proposed construction safety supervision system Qijiang area of the guiding ideology, to create tools for the specific measures.

　　　本课题结合綦江区现阶段建设工程的实情，充分了解我国建设工程领域安全法律法规、安全技术标准与规范要求的基础上，分析国内外建设工程行业发展状况及特点。在了解我国及綦江区各行业各领域安全管理的特点与机制体制、綦江区建设工程安全监管体制发展与现状、安全管理体制机制的基础上，对綦江区安全监管体系建设、管理模式及机制建设条件进行研究。
