摘要：自改革开放以来，红河州利用外部投资经历了从无到有的过程，国家实施西部大开发和云南省城市规划“两强一堡”战略中，计划把红河州建设成为滇南中心城市，建成仅次于昆明的云南省第二大城市，成为面向东南亚对外开放的现代化城市。红河州在吸引外部投资上有优势，但也有不足，本文通过对红河州最近几年经济发展、本地区优势、劣势与机会的分析，认为红河州在吸引外部投资过程中没有凸显出自身的优势，并因此提出相应的对策建议。未来，红河州吸引外部投资规模将不断扩大，本地区经济将更快、更好的发展。

Abstract：Since the reform and open policy, Honghe prefecture has been experienced building process by attracting outside investment. There are have a plan to aim to make Honghe prefecture become the central city in the south of Yunnan province, become the second only to Kunming biggest city, and build a modern city that opening for southeast Asia in China's Western Development Program and the “Two strengths and one bridgehead” strategy of Yunnan city planning. Honghe prefecture has some advantages at attracting outside investment, but there are also has some disadvantages. Writer believed Honghe prefecture didn’t sharp obvious itself advantages by analyzing the local chance, advantage and disadvantage and Honghe prefecture economic development in recent year, so this paper give some corresponding suggestions. Honghe prefecture not only will enlarge attract outside investment scale, but also the local economy will develop faster and better than before in the future.
