摘  要：收入分配制度改革不仅是刺激内需的一项关键政策，而且是确保社会公平从而可持续发展的重要战略步骤。近年来，党中央高度重视收入分配制度改革问题，把深化收入分配制度改革作为加快经济发展方式转变，促进社会和谐的重要举措。加快收入分配制度改革，对促进国民经济持续快速健康增长有重要的作用。

　　　由于我国正处于经济和社会发展的转型期，目前我国分配制度改革仍面临较多问题，主要体现在：城乡、行业等收入差距进一步拉大；资源过度集中，垄断行业的不合理高收入问题突出；社会保障体系不健全；收入分配制度也不尽完善。

　　　针对目前存在的这些问题，政府不能无所作为，而应根据其产生的原因，遵循收入分配制度改革的原则，采取必要的手段予以调整，破除其中存在的障碍，完善个人收入、土地收益、社会保障等的分配，不断缩小贫富差距，促进医疗和教育公平，在经济持续健康发展的同时，提高群众的保障水平，探索一条全体人民共同富裕的道路，使改革开放发展的成果惠及绝大多数群众。

    Because our country is in the transitional period of economic development, at present our country distribution system reform still faces many problems, mainly reflected in: urban and rural areas, industry, further widening income gap; Resources, excessive concentration, monopoly industries unreasonable high income problems; The social security system is not sound; The income distribution system is not perfect.

    Aiming at these problems, the government can't do nothing, but should be based on the reasons, follow the principle of the income distribution system reform, take the necessary means to adjust, to break barriers that exist, perfecting personal income, the allocation of land income, social security, etc, narrowing the gap between the rich and the poor, promote health and education fair, at the same time of economic sustainable and healthy development, improve the security level of the masses, to explore a way all the people common prosperity, make the reform and opening up development results can benefit the vast majority of the masses.
