摘要：随着人民生活水平的不断提高和城市化进程的不断加快，城市配送和城市交通管制的矛盾逐渐激化。在竞争日益加剧的形势下，城市发展急需协调城市配送与交通管制之间的矛盾。本篇论文主要是依据现有的资料，对交通管制下的城市配送发展的现状及问题做出了具体的分析，并罗列出了这些问题所带来的重大影响，随之就各个问题参考及借鉴相关的国内外成功的配送体制和处理方法，特别是日本711零售配送和共同配送的思想，从三个方面提出了自己的见解及建议。

Abstract: With the improvement of people's life and accelerating urbanization, the contradiction between the city distribution and city traffic control grows fierce. In the situation of growing competition, the urban development need coordinated the contradiction between urban distribution and the traffic control . This paper analyzes the present situation and problems of the development of urban distribution which under the traffic control and list out the great influence brought by these problems , mainly based on the existing data and materials. What’s more, the paper gives three aspects of suggestions, referencing to the related successful distribution systems and processing methods at home and abroad, especially about 711 retailing distribution and joint distribution in Japan.
