摘要 ：本篇论文介绍了江苏民营经济发展态势向好的良好现状，阐述了江苏民营经济在转型升级中面临处于价值链中低端、缺乏核心技术以及自主品牌，融资困难原先的体制优势不断丧失，资源政策要素约束越来越强的问题，提出要通过培育大而强的民营企业，走集约发展道路，引导江苏民营企业科技创新，拓宽江苏民营企业的融资渠道，培养一批高素质的民营企业家队伍，积极落实江苏民营企业在转型升级中的各项政策措施，切实解决江苏民营经济转型升级中的资源、政策要素的约束，进一步优化江苏民营经济的发展环境的各项对策，为江苏民营经济的转型升级提供新的更大的动力。

Abstract: This paper describes the Jiangsu Private Economic Development trend for the better good current situation on the resources of the private economy of Jiangsu facing the transformation and upgrading in low-end value chain, lack of core technology, as well as its own brand, the continued loss of the original institutional advantages of financing difficulties,policy elements constraints growing issue, through the cultivation of a large private enterprise, take the road of intensive development, and guide the scientific and technological innovation of private enterprises in Jiangsu, broaden the financing channels of private enterprise in Jiangsu, training a group of high-quality private entrepreneursteam, actively implement the Jiangsu private enterprises in the transformation and upgrading of various policy measures, to effectively solve the constraints of Jiangsu private economic transformation and upgrading of resources, policy elements, further optimization of the measures of the environment for the development of private economy in Jiangsu, Jiangsu private economic transformation and upgrading of new and greater power.
