摘要：本文介绍了南京市水资源的自然禀赋和利用现状；分析了南京市自来水价格成本构成和传统水价的定价模式；介绍了南京市自来水价阶梯性改革的情况；并通过水价阶梯性改革，采取分类别，按季节和增加百姓对公用事业改革的参与性的多种手法，解决了困扰南京多年的浪费水，水价结构不合理，百姓不满意的用水问题；调节了政府，水厂，百姓三者之间的矛盾。

Abstract: This article describes the natural endowment and utilization of water resources in Nanjing, analysis of Nanjing municipal tap water prices cost composition and traditional water price pricing models, analysis of problems and causes of municipal tap water prices, finally taking Nanjing new stair - like water pricing reform to solve the problem of urban water prices.
