摘要：20世纪90年代以来，随着世界经济结构的不断调整和全球服务业的发展，尤其是1994年《服务贸易总协定》(GATS)的签署，使服务贸易在国际贸易中的地位得以迅速提高。虽然目前国际贸易的格局还是以货物贸易为主，服务贸易为辅的状态，但全球经济竞争的重点正从货物贸易转向服务贸易，服务业与服务贸易的发展水平已成为衡量一个国家现代化水平的重要标志之一。常熟市位于江苏东南部，是中国综合实力的强县级市之一；是中国县域经济、文化、金融、商贸、会展和航运中心的前列；是中国“区域经济强县统筹发展组团”成员。2010年人均GDP突破2万美元，人均经济成功超越欧盟创始国葡萄牙。本文通过对常熟发展国际服务贸易的相关问题进行了研究，试图结合常熟的具体情况，分析常熟服务业与服务贸易的发展现状、优势及存在的问题，并试探性地提出了发展常熟国际服务贸易的对策建议。这对常熟加快发展服务贸易，早日实现贸易和经济增长方式的转变，都具有十分重要的现实意义。

Abstract: Since the 1990s, the world economic structure has increasingly adjusted and global services have developed. Especially when General Agreement for Trade Service (GATS) was signed in 1994, the service trade has increased rapidly in international trade. At present, the international trade pattern is mainly in the form of goods trade with a supplement of service trade. However, the focus of global economic competition is shifting from goods trade to service trade. The development level of service industry and service trade has become one of the important signs to measure a nation's modernization level. ChangShu City is located in the southeast of Jiangsu and one of China's comprehensive strength county-level cities. It is at the top of economy, culture, finance, business and trade, exhibition and shipping center. It is one of the members of developing groups of regional and economic counties in China. In 2010, per capita GDP surpassed 20 thousand dollars and per capita economy succeeded in overtaking the Founder of European Union, Portugal. [1] This article studies the related problems of international service trade in ChangShu, tries to combine specific circumstance of Changshu, analyzes the development status, advantages and existing problems, and tries to put forward solutions to develop international service trade in ChangShu, which will be of great significance for development of international trade and the early achievement of trade and the transformation of economic growth pattern.
