摘要：教育部十2001年颁布实施了《体育与健康课程标准》(“新课标”)，“新课标”指出:“体育场地、器材是加强素质教育，提高教学质量，增进学生健康的物质保证。”并且国家制定了高校体育器材设施配备目录，要求各地学校有计划、有步骤的对体育各种设施进行完善。不过由于学校的办学条件有很大差异，对于体育课程并不是很重视，其体育设施改善的效果并不显著，这对进一步开展体育运动起到了很大的阻碍作用。此外，自《全民健身计划纲要》和1995年国家体委下发的《关十公共体育场馆向群众开放的通知》实施以来，国家体育总局和教育部在全国进行了学校体育场馆向公众开放的试点，然而总体来讲我国学校体育设施资源对外开放的现状并不是令人满意。

　　本文通过对南京晓庄学院的调研，分析了本市高校体育设施的配备现状和对外开放现状；利用经济效益评价理论，分析了高校体育设施使用效益的内涵，提出了学校设施使用效益评价指标体系和概念模型，并利用此模型从定性角度分析了南京晓庄学院体育设施的使用效益，得出南京晓庄学院体育设施使用效率较低的结论。最后从增加投入和提高效率两方面提出了相关建议。

Finally, to increase investment and improve the efficiency of the two suggestions put forward.
