摘要：近年来，媒体报道重大突发性事件，时效性成为报道的主要诉求。一般性突发事件，已不存在能不能报道的问题，关键在怎样进行报道。种种新闻实践表明，面对日益频繁的事故灾难、自然灾害、公共卫生事件和社会安全事件，政府和媒体如果能合理地设置议程，突发事件的消极影响往往能降到最小程度，甚至产生一定的积极影响。本文旨在通过一些重大的突发性事件报道来探讨议程设置这一宏观社会效果，从中得出我们在处理这类事件报道的议程设置时要注意的地方，及处理好它的意义。

Abstract: In recent years, timeliness has become the main request for the media to cover the emergency incidents. For general emergencies, whether they can be reported or not is no longer a problem. The key is how to report. All kinds of news practices show that in face of increasingly frequent accidental disasters, natural disasters, public health events and social security events, the government and the media could minimize the negative influence of emergency incidents and even bring some positive effect if they set reasonable agenda . This paper aims to discuss agenda setting--a macro social effect--through some reports of emergency incident so as to find out where we should pay attention to during the agenda setting of such incidents and its significance.

　　在面对重大突发性事件时，新闻报道的议程设置的重要性不言而喻，在一些可以且较为容易解决的事情上，要尽可能的曝光，让大家了解事实真相，才能督促其责任方尽可能完善改良，以减少甚至杜绝此类突发性事件的发生。比如温州动车事故，这种明显的人为原因导致的事故，我们要查出其中问题点，努力去解决它，完善它，改良它，才能使这样的悲剧尽可能的不再发生。而在某些敏感性的问题上，涉及到公众思想、态度问题上要慎重考虑，不能为了一味的追求真实，就影响到社会稳定。首先应考虑到这类报道会产生的影响，再去设置它的议程。比如校园伤人事件，则不应大肆渲染，减少社会恐慌。突发性事件报道的议程设置要以整个大局为重，因为这些重大突发性事件一旦传播，势必会引起大家广泛关注，一旦处理得不妥，轻则抱怨谩骂声四起，重则影响整个社会稳定。
